SCA (WA) Board Members
The SCA (WA) is managed by a committed and active board, chaired by the President and assisted in the management of the association by the Regional Manager and SCA (WA) team.
The SCA (WA) Board membership is governed by the SCA (WA) Constitution and consists of:

Kyra Murphy FSCM
President
With over 25 years of experience in the strata management industry, Kyra Murphy is a highly respected professional known for her dedication to education and advocacy to the Strata Management sector. As the President of SCA (WA), she is committed to driving initiatives that promote professional standards, quality education, and effective governance practices across the industry.
Kyra has been deeply involved with SCA National and SCA (WA), serving as Chair of the Education Committee for three consecutive years and actively contributing as a member of the Property Industry Advisory Committee (PIAC). She is also an A100 and Ignite Trainer and a mentor in the SCA Mentorloop Program, reflecting her passion for nurturing the next generation of industry leaders.
As an individual with ownership interests in multiple entities, Kyra is acutely aware of the importance of addressing potential conflicts of interest. She is dedicated to developing and promoting a robust conflicts management framework that aligns with and supports the SCA Strata Management Practice Standards (SMPS), ensuring transparency and accountability within the sector.
Having completed four SMPS audits, Kyra is passionate about helping other members of the industry achieve these standards.
Andrew Chambers HFSCM
Immediate Past President
Andrew has been involved in the Strata Community Management industry for 29 years. He is currently the Managing Director of his own business Chambers Franklyn Strata Management.
Andrew has been actively involved with Strata Community Association since 2001 both at a state and national level serving on the board of SCAWA for 17 years and the national board for 6 years. He retired from the national board in 2021 after serving 3 years as the national President.
In 2021 Andrew was awarded life membership of the association and in 2022 he was presented with the national Presidents award for his services to the Strata Community.
He is passionate about the Strata industry and actively involved in promoting the professionalism of Strata Community Management to others and in mentoring those new to the industry.
Carolyn Meighan
Vice President
I am Special Counsel in the Perth office of Bugden Allen, with more than 20 years’ experience assisting clients in relation to a broad range of matters, including property and strata titles, planning, employment, competition and consumer law, contracts, debt recovery and enforcement, statutory interpretation and construction.
I have a particular interest in property law, including strata titles, leasing, easement rights, contracts of sale, caveats, mortgages, memorials and other property interests. I have advised and represented strata companies, strata managers and lot owners in proceedings before the State Administrative Tribunal. I have also represented clients in proceedings before other Courts and Tribunals, including the Supreme Court, the Federal Court and the High Court.
I pride myself in being pragmatic and outcomes focused. I believe that I will be able to make a positive contribution to the SCA(WA) board because of my legal knowledge and expertise, my interpersonal skills, decision making ability and my pragmatic outlook.
Vicki Stylianou
Treasurer
Vicki’s impressive career began as a lawyer specialising in commercial litigation, both in Australia and overseas. Her dedication to the legal profession continues as she offers pro bono legal services through a community legal centre.
Currently serving as incoming Chair of the International Council for Small Business (ICSB) as well as Group Executive Advocacy & Professional Standards at the Institute of Public Accountants (IPA) Group, Vicki’s career has spanned a variety of roles, including legal practice, public policy, and small business advocacy.
Vicki has extensive experience working with professional membership associations and will provide valuable knowledge and understanding to the SCA (WA) board around matters of policy and advocacy, government relations, strategic communications, media and disciplinary, compliance and co-regulation.
She holds a Bachelor of Jurisprudence, Bachelor of Laws, Bachelor of Arts, Master of Business Administration (International Business), and a Diploma of Financial Planning.
Damien Moran
Secretary
Damien has over 34 years of technical and business experience in the mechanical services, building efficiency and “Energy in Property” services. He is Managing Director of EnergyTec and a current Board Member of SCA (WA).
His specialist area of expertise is in energy operations, management and reporting for Embedded Energy Networks and the future proofing property assets in readiness for electrification and reducing emissions reductions. Damien is actively involved as a key stakeholder in energy policy advocacy representing the interests of the Strata Community.
Xian Burton FSCM
Board Member
Xian has been in the strata sector for seven years and is now running A Class Strata Service, making independent decisions and forming my own opinions, separate from the director’s influence or that of others in the sector.
As a FSCM, Xian is an active member of the Education Committee and was the driving force behind the creation of the New Strata Professionals Subcommittee. Xian is passionate about the strata sector and ensuring that it is accessible and engaging to new members.
Having won/led the team to win numerous state and national SCA awards, and championing A Class to become SMPS certified in 2022, Xian is a leader in the sector, who is willing to assist other businesses with this process.
With a focus on enhancing member support, promoting professional development, and implementing innovative solutions that benefit our entire community. Xian believes in giving back to the industry by sharing experiences and contributing to initiatives that elevate strata management standards and our professionalism collectively.
Rebecca Cain
Board Member
Rebecca is a Senior Associate in Lavan’s Property & Leading team.
Since joining Lavan in November 2020, Rebecca’s primary area of practice has been in strata titles. Rebecca acts for property developers, strata managers and strata companies on all aspects of a strata schemes lifespan, being the pre-registration, post-registration and termination stages. Rebecca advises strata managers in respect of strata management contracts and their obligations under the Strata Titles Act. She also acts for a range of strata companies across the state and provides a broad range of advice in respect of the day-to-day management of strata titled schemes.
Melanie Duryea FSCE
Board Member
Melanie’s accomplished career spans accounting, business management, and organisational change. She began her professional journey leading the finance and accounting team for a large WA-based food manufacturer, where she drove critical improvement initiatives across multiple areas of the business.
Her expertise in change management and leadership saw her transition into consulting, where she worked with businesses to implement innovative systems, processes, and structures to enhance operational efficiency.
Since entering the strata industry in 2017, Melanie has built a reputation as a key advocate for professionalism and higher standards within the sector. As General Manager of B Strata since 2020, she leads a high-performing team delivering exceptional strata management services while actively championing industry growth and integrity.
Melanie has contributed extensively to the sector through her roles as convenor of the SCA WA Education Committee and the Legal Affairs and Public Policy Committee. She played a pivotal role in the establishment and ongoing work of the Landgate Strata Working Group and continues to shape the national agenda as a member of the Professional Standards and Membership Board Advisory Group.
Her commitment to advancing the strata profession is driven by a desire to elevate the standing of strata managers as skilled professionals and foster greater recognition of their critical role in the community.
Nick Swallow
Board Member
Nick has over 20 years of experience in the Australian General Insurance market as both a Financial Lines Underwriter and General Insurance Broker. He’s worked in the WA Strata Industry since 2013 when he joined Body Corporate Brokers (BCB) as a Specialist Strata Insurance Broker. Now, as BCB’s WA Branch Manager, Nick focuses on being a trusted adviser to strata managers, owners and the broader strata community.
He’s served on many committees and working groups, including the SCA (WA) Cladding Audit Stakeholder Group set up by DMIRS, the Professional Standards Committee and the Legal Affairs and Public Policy Committee (LAPP), now known as the Industry Advancement Committee (IAC).
Nick firmly believes in giving back to the industry that’s supported him. He has his Tier 1 and Diploma in Insurance Broking. He completed the A100 Course to gain deeper insight into the workload challenges and pressures strata managers face, and as an SCA WA Board Member, Nick is keen to help SCA (WA) members better understand how the association is acting in their best interests.
SCA (WA) has an ongoing commitment to transparency and disclosures for our Board Members who may have diverse business interests, including the business in which they work and other commercial entities that may have connections to the strata sector. A conflict register is maintained and is a standing agenda item for all board meetings. The Board also adheres to the Conflict of Interest policy which is available for members to view in the member centre. We will continue to uphold our stringent disclosure practices and will be reviewing all governance of SCA (WA) to ensure that our operations remain beyond reproach.
