Catherine Lezer
Immediate Past President,
SCA (WA)
Catherine Lezer is an experienced and strategic leader who has served as an elected councillor for the City of Perth, chairing the City's Audit and Risk Committee. She is also a councillor on the Heritage Council of WA and an independent member of the DPLH Audit and Risk Committee. As the past president and director of the NFP Strata Community Association WA, Catherine brings a deep knowledge of the strata sector.
With a background in finance and property directorships, she has developed a passion for adding value to apartments and buildings through efficiency, asset management, sustainability, and community building. Catherine holds an MBA, GAICD, a Diploma of Financial Services, and a Bachelor of Business. She is equally comfortable on stage or up a ladder renovating – just not too high!
Andrew Chambers HFSCM
President, SCA (WA)
Andrew has been a pillar in the Strata Community Management industry for 30 years. As the Managing Director of Chambers Franklyn Strata Management, he has made significant contributions to the field.
Actively involved with the Strata Community Association since 2001, Andrew has served on both state and national boards, including 18 years with SCAWA and six years on the national board, retiring in 2021 after three years as national President. He was awarded life membership in 2021 and the national Presidents Award in 2022 for his service.
Andrew is passionate about promoting professionalism in the industry and mentoring newcomers.
Alisha Fisher
CEO, SCA Australasia
Alisha Fisher has been the Chief Executive Officer of SCA Australasia for over five years. With over two decades of experience in the not-for-profit sector, she holds both an MBA and the prestigious Company Directors Course from the Australian Institute of Company Directors. Alisha is a skilled leader with a track record of driving change and achieving results. She advocates for collaboration and partnership and has built close relationships with government departments at all levels.
Taryn Linfoot
Vice President, SCA (WA)
Taryn Linfoot is a strata management professional with a career spanning over two decades. She has been General Manager and Head of Department at various strata management companies, and served as a Policy Project Officer at Landgate, where she played a key role in Strata Titles Act reform.
Taryn has led multiple companies to win State and National awards, guided many team members to achieve recognition, and has received numerous awards at a personal level.
An active member of the Strata Community Association (SCA) WA, Taryn currently serves as Vice President and has been a dedicated committee member since 2017. She convenes the SCA WA Industry Advancement Committee and participates in the Legislative Taskforce and the National SCA Strata Electric Vehicle Infrastructure Taskforce.
Josh Baldwin FSCM
President, SCA Australasia
Joshua Baldwin has been a dedicated professional in the strata industry since 2011 and is currently the Principal and Executive Director of Munro Property Group in South Australia. His involvement with the Strata Community Association (SCA) began in 2013, where he served as a Chapter Board member and later President of the SA/NT Chapter. During his six-year presidency, he led the successful merger of the South Australian and Northern Territory chapters, fostering greater industry collaboration.
In 2023, Joshua became Immediate Past President to focus on national initiatives, serving as Vice President on the national board and driving key policy changes. In July 2024, he was appointed President of SCA Ltd. His leadership includes active participation in advisory groups on government relations, marketing, events, and the Strata Electrical Vehicle Infrastructure Taskforce.
Joshua is also a strong advocate for mental health awareness and work-life balance in the industry. His community involvement and volunteer work further demonstrate his commitment to building vibrant, connected communities.
Eugenie Stockmann
Green Gurus
Eugenie is a Green Gurus knowledge partner. Her work has a strong focus on sustainable community living. She is a property developer who successfully completed multi-award-winning infill strata titled developments in the Town of Victoria Park and City of Fremantle.
In her role as the Business Development Manager with Co-operation Housing, she currently manages the development of a 25-unit permanently affordable and sustainable housing project within the Witchcliffe Ecovillage. Eugenie’s qualifications include a Postgraduate Diploma in Sustainability.
Amanda Blackwell
General Manager, Legislation and Policy Directorate at Consumer Protection
Amanda Blackwell is the General Manager in the Legislation and Policy Directorate at Consumer Protection. She leads a team responsible for reviewing, developing, and implementing Consumer Protection legislation.
With over 20 years at Consumer Protection, Amanda has worked predominantly as a Legal Policy Officer and has played a key role in implementing reforms across various legislation, including recent changes to tenancy laws. She has also served as a policy adviser for the Minister for Commerce and as a Legal and Legislation Officer for the Department of Jobs, Tourism, Science and Innovation. Amanda holds a law degree and is admitted to practise in Western Australia.
Before joining the public sector, she worked as a legal practitioner in commercial practice.
Mark Wootten
Registers Manager, Strategic Business Services at Consumer Protection
Mark Wootten leads a team in administering the Short-Term Rental Accommodation Register, recently introduced as part of the State Government’s Short-Term Rental Accommodation reforms.
During his 10 years working within Consumer Protection, Mark has coordinated the division’s Bonds Administration branch and recently managed the implementation and administration of the state’s Short Term Rental Accommodation Incentive Scheme, aimed at incentivising owners of short-term accommodation to convert their premises to the long-term rental market.
Daniel Borin
Director of Client Success at MaxSoft
With over two decades of experience, Daniel has a dynamic background that includes entrepreneurial ventures in Hong Kong, China, and the Philippines. After graduating from Monash University with a Bachelor of Business in Marketing, he worked in IT sales and consulting with companies like Hewlett Packard and EMC in Australia. In 2009, Daniel returned to Australia to join the family business as Director of Sales and Marketing, driving significant growth.
Now, as Director of Client Success, he partners closely with clients to help them succeed, ensuring MaxSoft delivers exceptional value and service.
