Catherine Lezer

Past SCA (WA) President, City of Perth Councillor

Born and raised in Perth, Catherine is a passionate advocate for strata living with practical experience with sustainability, community building, asset management, governance and aesthetic improvements. 

 

After various finance positions and property directorships, both in Perth and Sydney, Catherine developed a passion for adding value to apartments and apartment buildings. This experience led to her being the first owner appointed on the Strata Community Association Board and later WA President. 

 

Navigating the complex world of strata, Catherine is equally at home on the stage educating apartment owners or up a ladder getting her hands dirty - just not too high! 

 

Catherine is a City of Perth Councillor, Councillor at Heritage Council WA and sits on both Audit and Risk Committees, chairing for City of Perth. Catherine completed a Bachelor of Business and Master of Business Administration and is a graduate of the Australian Institute of Company Directors.  

​

Catherine will host the CHU SCA (WA) 2025 Owners Conference.

Carolyn Meighan

Carolyn has more than 20 years’ experience assisting clients in relation to a broad range of matters, including property and strata titles, planning, employment, competition and consumer law, contracts, debt recovery and enforcement, statutory interpretation and construction.

​

Carolyn has always had a particular interest in property law. Her significant experience in this area has included providing advice and assistance to clients in relation to leasing matters, residential tenancy disputes, commercial tenancy disputes, easement rights, contracts of sale, caveats, mortgages, memorials and other property interests, including those arising pursuant to a constructive trust.

 

Her interest in property law has also led Carolyn to advise strata companies, strata managers and lot owners about their rights and obligations in relation to each other, the individual lots in the scheme and the common property, as well as assisting with the drafting, interpretation and application of by-laws. She has also represented strata companies, strata managers and lot owners in proceedings before the State Administrative Tribunal, where she has appeared as counsel.

Shani Graham

Founder Ecoburbia

Shani Graham and her partner Tim run Ecoburbia, an experiment in living lighter on the planet while building stronger neighbourhoods. Their place in Beaconsfield is part infill housing, part sustainable retrofit, part urban farm and, more often than not, a community hang-out. They’ve learnt that the real glue is connection, so they make sure whatever they do comes with a good dose of laughter, play and cups of tea.

Ecoburbia picked up a Fremantle Chamber of Commerce award and the WA Small Business Environmental Award back in 2011, and the next year Shani and Tim were surprised to find themselves winning the national Banksia Award for Excellence in Small Business. Shani was also named Fremantle Citizen of the Year in 2011. 

​

After realising winning awards didn’t make any difference to her life, Shani stopped applying for them – she’s now content milking goats, working in the garden, and chatting to her neighbours.

Andrew Chambers HFSCM

Immediate Past President Strata Community Association (WA)

Andrew has been involved in the Strata Community Management industry for 29 years. He is currently the Managing Director of his own Strata Management business.

  

Andrew has been actively involved with Strata Community Association since 2001 both at a state and national level serving on the board of SCAWA for 17 years and the national board for 6 years. He retired from the national board in 2021 after serving 3 years as the national President. 

  

In 2021 Andrew was awarded life membership of the association and in 2022 he was presented with the national Presidents award for his services to the Strata Community. 

  

He is passionate about the Strata industry and actively involved in promoting the professionalism of Strata Community Management to others and in mentoring those new to the industry.

Jason O'Meara

McWilliams Davis Lawyers

Jason joined McWilliams Davis in 2022. Since his admission in 2015, Jason has focussed on strata and property related matters and has experience in all Western Australian Courts and the Federal Court of Australia.

​

Jason supports strata companies, developers and property owners to resolve disputes as efficiently as possible.

​

He has acted successfully in a wide variety of matters including strata disputes, adverse possession claims, fraud claims, encroachment issues, trust disputes, debt recovery matters, commercial litigation, claims for the recovery of possession of real property, insolvency claims and local government inquiries.

 

Jason is a member of the Law Society of Western Australia, Strata Community Association (WA) and the Australian College of Strata Title Lawyers. He also serves on the Legal Affairs and Policy Panel of the Strata Community Association (WA).

Jessica Wilkes CSCM

Senior Strata Manager

Jessica Wilkes began her real estate career in 2018 as a Property Manager, quickly discovering a passion for the industry. Her drive and attention to detail led her to transition into Strata Management, where she now oversees a diverse portfolio of schemes with professionalism and care. 

​

Recognised as a rising leader in the field, Jess was named Strata Manager of the Year and received the Essay Award at the 2024 CHU SCA WA Awards. She is known for her proactive, client-focused approach and commitment to delivering tailored solutions that support long-term success.

​

Jess values strong communication and collaborative relationships, ensuring her clients feel informed and supported throughout every stage of strata management. She takes pride in managing her clients’ most valuable assets with integrity and precision.

​

She holds a Bachelor of Arts from the University of Western Australia, majoring in Marketing, Politics, and International Relations, and is currently studying Law at Murdoch University—bringing a strategic and well-rounded perspective to complex strata matters.

Kyra Murphy FSCM

President Strata Community Association (WA)

With over 25 years of experience in the strata management industry, Kyra Murphy is a highly respected professional known for her dedication to education and advocacy to the Strata Management sector.  As the President of SCA (WA), she is committed to driving initiatives that promote professional standards, quality education, and effective governance practices across the industry.

 

Kyra has been deeply involved with SCA National and SCA (WA), serving as Chair of the Education Committee for three consecutive years and actively contributing as a member of the Property Industry Advisory Committee (PIAC). She is also an A100 and Ignite Trainer and a mentor in the SCA Mentorloop Program, reflecting her passion for nurturing the next generation of industry leaders.

 

As an individual with ownership interests in multiple entities, Kyra is acutely aware of the importance of addressing potential conflicts of interest. She is dedicated to developing and promoting a robust conflicts management framework that aligns with and supports the SCA Strata Management Practice Standards (SMPS), ensuring transparency and accountability within the sector. 

 

Having completed four SMPS audits, Kyra is passionate about helping other members of the industry achieve these standards.
